Ukraine criminalizes scam call centers with new prison sentences

Ukraine’s parliament, the Verkhovna Rada, has voted to criminalize the operation of scam call centers. Under the new legislation, individuals involved in creating, leading, or participating in organized electronic fraud groups could face up to 12 years in prison. The bill defines these groups as consisting of at least three people coordinating to steal property or rights through electronic deception.

This legislative move follows a major crackdown by the Security Service of Ukraine. Officials report that approximately 2,000 fraud call centers ceased operations after August 1 as part of ‘Operation Carthage,’ which included searches at 500 offices and the detention of 28 suspects.

The crackdown follows allegations of corruption within the legal system. The resignation of Prosecutor General Ruslan Kravchenko occurred amid claims that high-ranking officials protected scam centers and assisted in laundering millions in illicit wealth. While Kravchenko alleged political pressure, anti-graft agencies have continued investigations into the protection schemes surrounding these fraudulent operations.
