Ukraine defense procurement debt exceeds $1 billion
The Ukrainian Ministry of Defense has confirmed that overdue debt from the Defense Procurement Agency (DPA) exceeded $1 billion as of January 1, 2026. This debt consists of advances paid for military equipment, ammunition, and supplies that were not delivered to frontline units in a timely manner.
Reports indicate that $249.6 million was paid for weapons that were never received. The Ministry attributed the surge in debt to expired contract deadlines and disruptions in the domestic defense industry caused by hostilities. Specifically, Russian strikes in the summer of 2025 damaged two major Ukrainian military companies, delaying orders valued at approximately $450 million.
Following the restoration of operations at damaged industrial facilities, the Ministry announced in late July 2026 that the debt had been reduced to approximately $325.4 million.
