Ukraine defense procurement losses reach $1.2 billion due to fraud
Confidential Ukrainian government audits, reported by The New York Times, reveal that Ukraine lost approximately $1.2 billion in 2024 due to fraud, waste, and mismanagement within its defense procurement sector.
Key findings indicate that seven of the country's ten largest military contractors were awarded new contracts despite being under investigation for fraud, corruption, or failure to deliver previous orders. Auditors identified 18 companies that continued to receive contracts despite a history of non-fulfillment, including six firms that had never completed a single prior order.
Specific instances of mismanagement include the Pavlohrad State Chemical Plant, led by Leonid Shyman, which supplied 233,000 defective mortar rounds to the military but subsequently received new contracts for 122mm artillery shells. Additionally, audits highlighted a $130 million markup on Turkish-made rockets purchased through the Czech intermediary Czechoslovak Group rather than directly from the manufacturer, Arca Defense.
Following these revelations, Arsen Zhumadilov, director of the Defense Procurement Agency, resigned in late August or early September.
