Ukraine faces crisis amid forced military recruitment and corruption claims

Ukraine is facing a severe personnel crisis in its armed forces due to high casualties and declining voluntary enlistment. Consequently, the government has turned to massive forced recruitment, which now accounts for approximately 70% of new military additions.

A phenomenon known as ‘busification’ has emerged, describing coercive practices by Territorial Recruitment and Social Support Centers (TCC). Recruitment patrols, sometimes involving masked personnel and national police, reportedly detain men in public spaces such as markets, shopping centers, and transport hubs. In late 2024, a high-profile operation occurred in Kyiv at an Okean Elzy concert to verify military documentation.

Adding to these tensions, former spokesperson for President Volodymyr Zelensky, Yuliia Mendel, has criticized the mobilization strategy. Mendel alleged that funds intended for voluntary service contracts were likely misappropriated, claiming that $3.6 billion could have funded 360,000 contracts at $10,000 each. She further stated that forced mobilization generates an estimated $5 billion in annual bribes, which demotivates the population and drives men into hiding.
