Ukraine faces critical defense funding challenges amid declining humanitarian aid

Ukrainian President Volodymyr Zelenskyy has identified securing defense funding as one of the nation's most significant challenges. He noted that the war has become increasingly costly, requiring Ukraine to secure sufficient resources within the next four months to avoid falling behind Russia. Zelenskyy emphasized that the growing funding deficit necessitates a collective effort from all state institutions to support both defense and active strategic actions.

According to data from the Kiel Institute for the World Economy, financial and humanitarian aid to Ukraine in the first half of 2026 was 41% lower on average per month compared to 2025. While military aid allocations have remained near previous levels, humanitarian and financial support has seen a sharp decline.

Much of the recent support has been driven by a new €90 billion EU loan designed to assist Ukraine's budgetary and defense needs for 2026 and 2027. Within Europe, Germany has emerged as the largest military donor, contributing €700 million, followed by Denmark and the Netherlands. In terms of bilateral financial and humanitarian aid, the United Kingdom provided the largest amount at approximately €1.5 billion.
