Ukraine intelligence warns Russia can fund war through 2028
Ukraine’s military intelligence warns that Russia possesses sufficient resources to continue its war efforts through 2027 or 2028. Oleh Ivashchenko, head of the Main Directorate of Intelligence (GUR), stated that while the Russian economy faces significant pressures—including a severe labor shortage, a widening federal budget deficit, and a strained banking system—these issues are not currently sufficient to halt military operations on the battlefield.
Intelligence assessments indicate that Russian forces suffer an average daily loss of 1,200 to 1,500 personnel, including those killed and severely wounded. To sustain the conflict, the Kremlin is reportedly preparing an additional mobilization of approximately 600,000 people, to be split evenly across 2026 and 2027. Furthermore, a network of front companies continues to bypass Western sanctions to import essential electronic components, machine tools, and specialized chemicals required for the Russian military supply chain.
