Ukraine maintains childcare subsidies despite ongoing war

Despite the ongoing conflict, Ukraine continues to provide significant economic support for newborns and families through various childcare subsidies. Under a policy implemented in early 2026, following legislation signed by President Volodymyr Zelenskyy, a one-time newborn subsidy of 50,000 hryvnias is available for all children born after January 1, regardless of whether they are the firstborn.

Additional support includes monthly childcare allowances of 7,000 hryvnias for children under one year old, which can be used at designated retailers for baby supplies. For women not covered by social insurance, a monthly subsidy of 7,000 hryvnias is provided during pregnancy and maternity. Furthermore, families with children entering the first grade can receive 5,000 hryvnias for school supplies.

The availability of these benefits has drawn attention on social media, particularly from Chinese citizens comparing the Ukrainian welfare system to domestic policies. While the country faces immense fiscal and human costs due to the war—with estimates suggesting significant military and civilian casualties—the government maintains these social safety nets to support population growth and family stability.
