Ukraine proposes ‘anti-ballistic’ sanctions to EU to disrupt Russian missile production

Ukrainian Foreign Minister Andrii Sybiha has proposed a specialized ‘anti-ballistic’ sanctions package to the European Union. During a diplomatic visit to Ireland for an informal meeting of EU foreign ministers, Sybiha urged partners to implement measures specifically designed to dismantle Russia’s capacity to manufacture ballistic missiles.

Ukrainian intelligence estimates indicate that Russian forces currently hold between 600 and 630 ballistic missiles in stock, with a production capacity of approximately 100 missiles per month, potentially totaling 1,300 annually. Sybiha emphasized that new sanctions must be implemented following major attacks to prevent Russia from adapting to existing restrictions.

Discussions also focused on the upcoming 22nd EU sanctions package, which aims to inflict severe damage on the Russian economy. Additionally, Ukraine is prioritizing the establishment of a reliable ‘air shield’ and has outlined critical pre-winter requirements, including requests for essential equipment and financial assistance.
