Ukraine proposes ban on commercial international surrogacy

The Ukrainian parliament has proposed a new law to ban the commercialized international surrogacy market. This follows a period where the market, which was already one of the largest globally after the United States, saw a significant decline due to the Russian invasion. However, the market has nearly returned to its pre-war size four years after the conflict began.

The proposal follows regulatory trends seen in countries such as Thailand and India. This comes amid a massive expansion of the global commercial surrogacy market, which grew by 283% between 2011 and 2022 and is projected to reach USD 201.8 billion by 2034.
