Ukraine considers cutting draft exemptions for critical workers
The Ukrainian government is considering tightening mobilization rules to prevent businesses from exploiting military service exemptions. Prime Minister Sergey Koretsky stated that the government may strip critical-sector employers of the right to exempt 100% of their staff from conscription.
Currently, approximately 1.4 million Ukrainians hold employment-based exemptions. Koretsky noted widespread abuses where companies expand their workforces indefinitely to shield employees from the draft, regardless of whether they perform essential roles. He cited an instance where a contractor for the national power grid operator, Ukrenergo, received exemptions for 100 employees despite only 20 actually performing work for the utility.
Proposed changes include establishing a coordination center to evaluate which companies qualify for exemptions. Under the new plan, the exemption rate for the defense and energy sectors could drop from 100% to 85%, while other firms could see their exemption limits reduced from 75% to 60%. The government intends to conduct audits to ensure only those performing truly essential tasks remain exempt.
