Ukraine is facing a major institutional crisis as President Volodymyr Zelenskyy has called for the immediate removal of Prosecutor General Ruslan Kravchenko. The move follows Kravchenko's resignation on September 7, triggered by the “Carthage” investigation conducted by the National Anti-Corruption Bureau (NABU) and the Specialized Anti-Corruption Prosecutor's Office (SAPO). This investigation alleges that a criminal network within the Prosecutor General’s Office was protecting fraudulent call centers and laundering money.

Kravchenko has countered these developments by issuing suspicion notices against NABU Director Semen Kryvonos and an associate of SAPO chief Oleksandr Klymenko. He accused Kryvonos of forging official documents for improper gain and engaging in a fictitious adoption to evade legal responsibility. Kravchenko also claimed that NABU and SAPO officials illegally seized criminal case files during searches to obstruct ongoing proceedings.

NABU and SAPO have rejected these claims, characterizing them as a “systematic attack on independent anti-corruption bodies.” They maintain that no official charges have been served against Kryvonos. Amidst the turmoil, reports indicate Kravchenko left the country on September 14 in an official vehicle, claiming he is on an official business trip to inform international partners about the state of Ukraine’s anti-corruption system. The Ukrainian parliament is expected to vote on his removal.
