European Commission outlines EU accession roadmaps for Moldova and Ukraine

The European Commission has released its annual enlargement package, providing specific accession roadmaps for Moldova, Ukraine, Montenegro, and Albania. The documents outline concrete milestones and objectives for 2027, highlighting a divergence in the progress of candidate nations.

Moldova is positioned to advance more rapidly, with the potential to provisionally close up to 25 negotiation chapters by 2027. The Commission considers Moldova ready to open its final two negotiation clusters, regarding the green agenda and agriculture, by the end of 2026. Chișinău aims to conclude accession negotiations by early 2028, provided it maintains its current pace of reform.

In contrast, the Commission has proposed a more cautious trajectory for Ukraine. While Kyiv aims to conclude negotiations by the end of 2028, the roadmap sets more limited progress targets for 2027, focusing on seven policy areas. The EU has urged Ukraine to significantly accelerate reforms in the rule of law, public administration, and anti-corruption measures to meet these benchmarks.

Regarding agricultural trade, Ukrainian Prime Minister Serhiy Koretsky stated that while Kyiv may accept temporary restrictions on agricultural exports to the EU market, it opposes any permanent limitations on its products.
