North Korea-Russia military cooperation artillery shell exports soldier deployment sanctions monitoring geopolitical arms deal

Analysts warn that North Korea is being transformed into a significant military power through its cooperation with Russia. Since the summer of 2023, North Korea has reportedly supplied Russia with over 15 million artillery shells and ballistic missiles.

These weapon exports are estimated to have generated more than 8.7 billion euros for North Korea by the end of 2025. In exchange, Russia is providing North Korea with fuel, materials, and modern military equipment. Additionally, since October 2024, more than 16,000 North Korean soldiers have been sent to Russia, with North Korea confirming that its troops fought in the Kursk region in April 2025.

Experts from Chatham House note that this partnership has become a fixed component of Moscow's war effort. Furthermore, Russia blocked the 2024 extension of the UN expert panel responsible for monitoring North Korean sanctions.
