Kyrylo Budanov, head of the Ukrainian Presidential Office, has indicated that technical negotiations regarding the war with Russia could potentially resume as early as September. These discussions are expected to focus on technical matters and preparations for more significant future developments, rather than immediate peace agreements. Budanov emphasized that the participation of the United States is essential to the process.

Despite the possibility of renewed dialogue, Budanov noted that it is not realistic to expect the conflict to end during the upcoming winter. He observed that both sides have intensified attacks on critical infrastructure, including energy and logistics networks. Currently, a major obstacle remains the territorial dispute over the Donbas region; Russia demands Ukrainian withdrawal from the area, while Kyiv maintains it will not cede any territory it currently controls.

President Volodymyr Zelensky has proposed a peace plan consisting of a ceasefire, the establishment of a free economic zone, and security guarantees involving NATO and the EU. However, reports suggest that Vladimir Putin may delay formal negotiations until Russian forces achieve full control over the Donbas region.
