Ukraine seeks sovereign satellite communications via Nokia and ICEYE

The Ukrainian Ministry of Defence has signed a Letter of Intent with Finnish companies Nokia and ICEYE to explore the development of a sovereign satellite communications system. The initiative aims to establish secure, high-performance broadband connectivity in low Earth orbit (LEO) that remains under Ukrainian ownership and control, including the satellites, ground segments, and terminals.

The move follows reported disruptions and limitations in the use of SpaceX’s Starlink and Starshield services, which Ukraine has relied upon for battlefield communications, drone operations, and logistics. By developing its own infrastructure, Kyiv seeks to ensure resilient connectivity that is not subject to external political or corporate decisions.

The partnership was announced on October 22, 2026, during Finnish Prime Minister Petteri Orpo’s visit to Kyiv. While the specific timeline and financial details for the Ukrainian implementation are not yet finalized, ICEYE and Nokia have previously announced a broader collaboration to develop LEO satellite systems for governments, with the first satellites expected to launch in 2028.
