Ukraine war drives strategic shifts in US-Europe relations

The geopolitical landscape is shifting as the war in Ukraine prompts significant strategic realignments between the United States and Europe. The U.S. Congress has adopted a new package of sanctions targeting Russia’s energy and military sectors, specifically aiming at its ‘ghost fleet’ and implementing commercial pressure on nations purchasing Russian hydrocarbons.

In response to uncertainties regarding future American military commitment, European nations are accelerating efforts toward defense autonomy. Ursula von der Leyen has proposed the creation of a European Security Council, which would include the United Kingdom, Norway, Canada, and Ukraine. The European Commission is also looking to bolster capabilities in missiles, military satellites, and hybrid threat mitigation.

Simultaneously, the conflict is being reshaped by private technology. Kyiv is seeking expanded access to Starlink satellite services to equip drones for strikes within Russian territory. This has sparked international debate regarding the ethical and escalatory risks of utilizing private satellite infrastructure in active combat zones.
