UK's PIP Benefit System Under Scrutiny as Assessments Shift to Remote Reviews

New data show that Personal Independence Payment (PIP) awards for mental‑health conditions are increasingly being extended without face‑to‑face checks. In April, 7,213 PIP awards were simply "maintained," a 467 % rise from pre‑pandemic levels, while only about five percent of claimants received an in‑person assessment.

The Department for Work and Pensions acknowledges the backlog, with most reviews now conducted by phone or paperwork. Critics say the process is de‑humanising and stressful, especially for claimants with fluctuating or invisible conditions.

The first comprehensive Timms Review of PIP, published as an interim report, gathered nearly 40,000 responses. Respondents described the scheme as “dehumanising,” “degrading,” and “stressful,” with 90 % giving a negative view of the assessment process and only five percent expressing a positive opinion. Trust in the system is low, prompting calls for a redesign to better support disabled people and taxpayers.
