Ulcinj municipality and UBNOR clash over 'Sloboda' monument

A dispute has emerged in Ulcinj between the local municipality and the Association of Fighters and Anti-Fascists (UBNOR) regarding the 'Sloboda' monument in Pinješ. The municipality recently installed a memorial plaque commemorating the 46 citizens, including 25 children, who died during the Allied bombing of the city on November 7, 1943.

The installation has deepened ideological divisions. UBNOR seeks to install its own plaque listing all 172 victims of the anti-fascist movement during World War II, but it is still awaiting official approval. UBNOR representatives stated they were not notified of the municipality's installation.

Members of the ruling Forca party, led by Mayor Genci Nimanbeg, have characterized the monument as a product of the former socialist system's 'megalomania,' arguing its historical significance has changed. Conversely, UBNOR maintains that the monument should honor all victims of the war, not just those killed in the 1943 bombing.
