Ulrike Scharf calls for Nordic Model to reform German prostitution laws

Ulrike Scharf, the Bavarian Social Minister and chair of the Bavarian Women's Union, is calling for a legislative shift in Germany to better protect women from sexual exploitation. Scharf argues that current regulations are insufficient and is advocating for the adoption of the Nordic Model.

The Nordic Model, utilized in countries such as Sweden, Norway, Iceland, and France, criminalizes the purchase of sexual services while ensuring that sex workers are not prosecuted. This approach aims to deter clients rather than penalizing the workers themselves.

Germany currently maintains one of the most liberal prostitution frameworks in Europe, treating sex work largely as a standard commercial activity to prevent workers from falling into illegality or criminal dependency. However, critics argue these liberal laws have led to an expansion of the industry and failed to meet protection goals. In Bavaria alone, there are 5,000 registered sex workers, a number that is slightly increasing. A commission in Berlin is currently reviewing potential legal changes, with a report expected in November.
