Ulsan to introduce fairness allowance for fixed-term workers
Ulsan Metropolitan City has announced plans to improve working conditions for fixed-term workers starting in 2027. As the first public institution to adopt the government's guidelines, the city will introduce a ‘fairness allowance’ to compensate for employment instability for those working less than one year.
In addition to the new allowance, the city will increase meal expenses by 60% and establish a new holiday allowance to alleviate the burden of rising inflation. These measures aim to support workers in administrative support, environmental cleaning, park management, and traffic control. The city has notified departments to reflect these changes in the 2027 budget, pending city council approval.
