UN Expert Group Report Links Haitian Politicians to Gang Violence

A report by the UN Security Council’s Panel of Experts on Haiti has identified several former elected officials accused of arming, financing, or protecting criminal gangs. The document details persistent links between segments of the political class and armed groups responsible for widespread violence in the country.

Between October 2025 and April 2026, armed violence in Haiti resulted in 3,165 deaths and 1,551 injuries, displacing approximately 1.5 million people. The report specifically names Alfrédo Junior Antoine, a former deputy elected in Kenscoff between 2016 and 2020, alleging he has supported armed groups since at least 2016. Investigators identify him as a primary sponsor of a January 27, 2025, attack in Kenscoff that caused over one hundred deaths and numerous instances of sexual violence and arson.
