UN Expert Urges States to Stop Labeling Drug Gangs as Terrorists

United Nations Special Rapporteur Ben Saul has called on states to cease labeling organized criminal gangs as terrorists, arguing that profit-driven crime should be legally distinguished from political or ideological terrorism. In a report presented in New York, Saul stated that while organized crime can instill fear, it requires different legal responses than terrorism.

The report highlights that the trend of equating narco-trafficking with terrorism has led to increased militarization across the Americas, specifically citing the United States-led 'Shield of the Americas' initiative. Saul noted that these policies have resulted in human rights violations and the misuse of exceptional powers.

Of particular concern are reports of US military operations at sea. The findings suggest that at least 239 people were killed in 71 military attacks on civilian vessels over the past year under the pretext of preventing narco-terrorism. Saul suggested these actions may constitute crimes against humanity and called for accountability.

Instead of military force, the rapporteur recommends strengthening ordinary law enforcement through enhanced police intelligence, financial investigations, anti-corruption measures, and stricter controls on weapons and ammunition.
