UN experts call for global action against transnational repression

More than 130 United Nations human rights experts have issued a joint statement calling on governments to combat transnational repression. This practice involves states targeting dissidents, journalists, and activists beyond their own borders through methods such as extrajudicial killings, torture, arbitrary detention, and the misuse of international law enforcement mechanisms.

The experts warned that technology is increasingly being used to facilitate these attacks, specifically citing the use of spyware, malware, social media, and artificial intelligence for cross-border surveillance. They also highlighted the risk of states abusing INTERPOL mechanisms, such as Red Notices, to pursue political targets under the guise of fighting terrorism or organized crime.

The statement urges states to develop laws to punish transnational repression, regulate surveillance technologies, and strengthen protections for those at risk, including expedited asylum and resettlement processes. It also calls on technology companies to improve data protection and due diligence. Reports from Freedom House and the International Consortium of Investigative Journalists have identified China, Russia, and Vietnam as significant actors in these activities.
