UN experts raise concerns over North Koreans repatriated from China
United Nations independent experts have expressed grave concern regarding the unknown whereabouts and treatment of North Koreans forcibly repatriated from China. The experts noted a longstanding pattern of serious human rights violations against these individuals, including risks of enforced disappearance, arbitrary detention, execution, torture, and forced labor.
Reports indicate that many returnees, particularly women, have faced trafficking, forced marriage, and sexual exploitation. One specific case highlighted is Kim Cheol-ok, who was trafficked into China as a child and later forcibly returned in October 2023; her current status remains unknown. The UN Working Group on Arbitrary Detention previously ruled her detention by both China and the DPRK as arbitrary.
The situation raises significant concerns regarding the principle of non-refoulement, which prohibits returning individuals to countries where they face a real risk of persecution or inhuman treatment. Experts emphasized that irregular migration status does not diminish the obligation to uphold these protections.
