UN Rapporteur warns of threats to civil society in Bolivia

Gina Romero, the United Nations Special Rapporteur on the rights to freedom of peaceful assembly and of association, has expressed significant concern regarding the state of civil society in Bolivia following a recent visit.

Romero highlighted several areas of concern, including proposed legislation aimed at increasing sanctions for road blockades. While these measures have support from political and business sectors to protect the economy and free movement, the rapporteur warned of their impact on rights. She also criticized Supreme Decree 5673, which modifies registration and reporting requirements for national and foreign non-governmental organizations and foundations.

Furthermore, the rapporteur reported instances of “harassment and stigmatization” directed at activists, journalists, and actors involved in environmental, land, and indigenous rights issues. She also noted alleged pressure on the national human rights institution and expressed concern over the government’s ongoing institutional restructuring. Romero emphasized the need for broad dialogue and lasting mechanisms to resolve social conflicts rather than restrictive measures.
