Western Sahara: UN report reveals progress in negotiations and calls for MINURSO extension

A new report from UN Secretary-General António Guterres reveals significant progress in the Western Sahara political process. Following a seven-year hiatus, direct negotiations between Morocco and the Polisario Front resumed in the first quarter of 2026, with three high-level meetings held in Washington and Madrid under UN and US facilitation.

The discussions have shifted from broad principles to practical frameworks. Key topics include the potential establishment of a transitional council to manage an interim period, resource-sharing, security arrangements, and electoral systems. Morocco has presented an expanded version of its 2007 autonomy proposal as a basis for negotiations, while Mauritania has proposed a consensus commission to define permanent international borders in the conflict zone.

To prevent a potential escalation of hostilities, Guterres has recommended that the UN Security Council extend the mandate of the MINURSO mission for one year, until October 31, 2027. The Security Council is expected to vote on this extension before the current mandate expires at the end of October.
