UN Secretary-General Succession Vote Begins with Seven Candidates
The United Nations Security Council will hold its first informal vote on Thursday morning in New York to gauge support for candidates to succeed Secretary‑General António Guterres, whose term ends in January 2027. Zenon Mukongo Ngay, the ambassador of the Democratic Republic of Congo, said the vote is intended to provide an early indication of the likely successor.
The Council, currently chaired by the DR Congo under the rotating presidency, must nominate a candidate who receives at least nine of the fifteen votes. Any of the five permanent members – China, France, Russia, the United Kingdom or the United States – can exercise a veto. Once a nominee is selected, the General Assembly must confirm the appointment, a step traditionally treated as a formality.
Seven candidates are presently in the race: Rafael Grossi of Argentina, former Chilean president Michelle Bachelet, former Costa Rican vice‑president Rebeca Grynspan, former Ecuadorian foreign minister María Fernanda Espinosa, former Guatemalan foreign minister Carolyn Rodrigues‑Birkett, former Senegalese president Macky Sall and Ugandan diplomat Olara Otunnu. Additional contenders may still join. The informal ballot uses identical voting slips that show overall levels of support without revealing which permanent member may have cast a negative vote.
