UN chief Guterres urges immediate lifting of Syria sanctions
United Nations Secretary‑General Antonio Guterres concluded a two‑day solidarity visit to Damascus, the first by a serving UN chief since 2009. He called for the immediate removal of all sanctions imposed on Syria during the era of the ousted President Bashar al‑Assad, saying they hinder reconstruction and the humanitarian response.
Guterres highlighted that Syria’s new authorities, who took power in December 2024 after Assad’s removal, face a reconstruction bill estimated by the World Bank at $216 billion. He urged the international community to provide investment, restore essential services, rebuild infrastructure and support the safe, voluntary return of millions of refugees and internally displaced people. He noted that around 90 % of Syrians live in poverty and millions remain displaced. Western countries, including the United States, have begun easing or lifting sanctions, but investors remain cautious.
During the visit Guterres met President Ahmed al‑Sharaa, Foreign Minister Asaad al‑Shaibani and civil‑society representatives, and condemned recent Israeli violations of Syria’s sovereignty, calling for respect of the country’s territorial integrity.
