UN Security Council attributes Red Fort blast to AQIS

The United Nations Security Council’s Analytical Support and Sanctions Monitoring Team has officially attributed the November 2025 blast near Delhi’s Red Fort to Al-Qaida in the Indian Subcontinent (AQIS). The attack, which resulted in 11 deaths, was detailed in the monitoring team’s 38th report.

The report describes AQIS as having evolved from a fragmented group into a regional terrorist entity by establishing decentralized logistics and financial networks. It also noted concerns regarding the group’s attempts to expand its presence by establishing operational cells in Bangladesh.

Additionally, the report highlighted that both al-Qaeda and ISIL (Da’esh) maintain a sustained interest in developing chemical and biological weapons, though they have faced technical challenges in doing so. It noted that in late 2025, Indian authorities arrested three individuals, including a doctor, who were allegedly tasked by an ISIL cell to develop ricin.
