A United Nations Security Council report has officially attributed the November 2025 explosion near Delhi’s Red Fort to Al-Qaida in the Indian Subcontinent (AQIS). The blast, which occurred in a moving vehicle, resulted in the deaths of between 11 and 15 people and injured dozens more.

The report, issued by the Analytical Support and Sanctions Monitoring Team, describes AQIS as having evolved from a fragmented group into a regional terrorist entity. The organization is now reportedly operating through decentralized, small, and scattered cells with established logistics and financial networks. The UN also expressed concern regarding AQIS efforts to expand its presence by establishing operational cells in Bangladesh.

This attribution marks a shift from previous assessments that had linked the attack to Jaish-e-Mohammed (JeM). Meanwhile, India’s National Investigation Agency (NIA) continues its investigation, having already filed a 7,500-page chargesheet against several accused individuals.

Additionally, the UN report highlighted broader security concerns, noting that Al-Qaeda and ISIL continue to show interest in developing chemical and biological weapons. It specifically mentioned the arrest of three individuals in India in late 2025, including a doctor, who were allegedly tasked by an ISIL cell to develop ricin.
