UN Security Council warns of terrorism threat 25 years after September 11

The United Nations Security Council has reaffirmed its unconditional condemnation of the September 11, 2001, terrorist attacks, marking the 25th anniversary of the events in New York, Arlington, and Pennsylvania. During a session held under the French presidency, members observed a minute of silence for the victims.

The Council emphasized that international terrorism remains ‘one of the most serious threats to international peace and security in the 21st century.’ While acknowledging the measures taken by member states and the UN system over the last quarter-century, the Council expressed deep concern regarding the evolving nature, increasing complexity, and geographic expansion of terrorist activities.

Specific concerns were raised regarding the continued presence of groups linked to Da'esh and Al-Qaeda. Notable mentions included ISIL-K and TTP in Afghanistan, JNIM and other Da'esh affiliates in Africa, and various organizations in the Middle East. The Council highlighted the rising number of casualties, particularly among civilians, and stressed that terrorism must not be associated with any specific religion, nationality, or political ideology.
