UN warns of increased civilian risk due to energy infrastructure attacks

The United Nations Independent International Commission of Inquiry on Ukraine has warned that ongoing attacks on energy infrastructure increase the vulnerability of civilians ahead of the upcoming winter. The commission noted that during the harsh 2025-2026 winter, Russian forces conducted systematic waves of attacks on critical energy infrastructure, with temperatures dropping as low as minus 20 degrees Celsius.

Millions of civilians faced prolonged electricity outages and a lack of heating, which led to health issues, including psychological disorders. Commission Chair Erik Mose stated that the continued targeting of energy infrastructure makes living conditions increasingly unbearable and expressed concern that the next winter could be even more difficult to endure.

The commission also expressed concern regarding reports of Ukrainian attacks on infrastructure within the Russian Federation and in areas of Ukraine under Russian control. While these reports suggest a potential increase in civilian casualties and damage to civilian property, investigators have been unable to verify these specific incidents due to a lack of access to the locations.
