United Nations considers moving Ukraine aid to underground bunkers

The United Nations is considering moving humanitarian aid supplies into underground bunkers and warehouses in Ukraine to protect them from Russian strikes. This shift comes after ten humanitarian warehouses have been destroyed since the beginning of the year, resulting in the loss of medical equipment, hygiene kits, and school supplies worth millions of euros.

UN Humanitarian Coordinator for Ukraine, Matthias Schmale, noted that these targeted attacks on infrastructure represent a “new trend” observed in recent months. A recent strike on a primary World Health Organization distribution center destroyed vital medical equipment intended for hospitals near the front lines.

To mitigate risks, aid organizations are delaying procurement until the last possible moment and redirecting shipments directly to end-users to avoid creating static targets. However, this transition to underground logistics significantly increases costs for taxpayers. Schmale indicated that these additional expenses were not accounted for in the $2.3 billion aid budget for 2026. Additionally, the UN is investing in staff protection, including armored vehicles and drone detection devices.
