UN Security Council holds second vote for Secretary-General successor

The United Nations Security Council is conducting a second round of indicative voting to select a successor to Secretary-General Antonio Guterres, whose second term ends on December 31, 2026.

During these closed-door sessions, the 15 Council members evaluate candidates using three options: 'encourage', 'discourage', or 'no opinion'. To advance to the General Assembly for formal ratification, a candidate must secure support from at least nine members and avoid a veto from any of the five permanent members.

Rebeca Grynspan, the former Vice President of Costa Rica and head of UNCTAD, led the initial round of voting on July 30. Other prominent candidates include former Chilean President Michelle Bachelet, former Senegalese President Macky Sall, former UN General Assembly President María Fernanda Espinosa, former Guyanese Permanent Representative Carolynn Rodrigues-Birkett, and former Ugandan Permanent Representative Olara Otunnu. Rafael Grossi, representing Argentina, is also among the contenders.

The selection process occurs amid significant geopolitical divisions and economic challenges within the UN, with discussions also noting potential pressures regarding the organization's funding and role in international conflicts.
