United Nations proposes mechanism for Strait of Hormuz transit
United Nations Secretary-General António Guterres has proposed a new mechanism to facilitate safer and more predictable maritime transit through the Strait of Hormuz. The initiative aims to reduce immediate risks, promote orderly passage, and rebuild the trust necessary for diplomatic de-escalation in a region marked by tensions between the United States and Iran.
The proposed mechanism is designed to act as a neutral facilitator rather than an authority. It will not grant passage permissions or override the sovereign decisions of nations, nor will it alter the rights and obligations of member states under international law. Instead, it will focus on the registration and verification of vessels, with coordination efforts to be based in Oman.
In its initial phase, the mechanism will prioritize the transit of fertilizers and related raw materials. Guterres warned that ongoing disruptions in the Strait of Hormuz and the Red Sea are choking global trade arteries, threatening food security, and driving up costs. He noted that oil prices have risen by roughly 33% since the conflict began, and that the continued interruption of these vital waterways poses significant risks to global stability and vulnerable populations.
