Haitian gang leader claims UN delegation will arrive November 18

Wilson Joseph, leader of the 400 Mawozo criminal gang known as “Lanmò San Jou,” claims that a United Nations delegation is scheduled to arrive in Haiti on November 18, 2026. According to a letter circulated by Joseph, the delegation intends to participate in a public dialogue at the Croix-des-Bouquets plaza involving the population, national institutions, and other sectors seeking a peaceful solution.

Joseph alleges that his office received an email from the UN on November 3 confirming the request. He further claims the UN expressed a willingness to request the suspension of certain military operations to prevent civilian casualties.

However, the United Nations has not confirmed these negotiations or the arrival of a delegation. UN spokesperson Stéphane Dujarric stated that while the organization received a letter from Joseph, doing so does not constitute recognition of the gang leader or endorsement of his proposals.

These claims emerge amid intensified security operations in Haiti, including efforts to locate four Salvadoran aviation technicians who disappeared on October 18. The US has reportedly offered a one million dollar reward for Joseph.
