United Nations to deploy AI and VR counter-terrorism training in Morocco

The United Nations Office of Counter-Terrorism (UNOCT) has launched an international tender to develop an advanced training platform utilizing artificial intelligence and virtual reality (VR). The project aims to modernize counter-terrorism investigative interviewing techniques for law enforcement professionals.

Based in Rabat, Morocco, the UNOCT Programme Office for Counter-Terrorism and Training in Africa will use the platform to conduct realistic simulation exercises. Trainees will engage in conversational roleplay with AI-driven virtual avatars designed to mimic the human, verbal, and psychological complexities of real-world interviews. The goal is to train officers to conduct ethical, non-coercive interviews that adhere to human rights standards.

The platform is intended to be accessible via web browsers and VR-compatible hardware. It will allow instructors to create custom scenarios, modify exercise parameters, and use integrated analytics to evaluate trainee performance. The system will support multiple UN languages and include features for data protection and digital identity management.
