United Nations warns AI development outpaces regulation

The United Nations unveiled its first global, independent scientific assessment of artificial intelligence, concluding that the technology’s rapid evolution is surpassing governments’ ability to create effective rules. UN Secretary‑General António Guterres urged immediate coordinated action, noting AI’s potential to accelerate progress in health, education and climate, while also highlighting risks such as misinformation, cyber‑attacks, fraud and malicious use of realistic content‑generating tools.

The panel, composed of 40 leading scientists from every region, warned that current safeguards cannot keep pace. It stressed the need for international cooperation among governments, tech firms, universities and multilateral bodies to develop standards on transparency, safety and responsibility. The report also pointed out that AI adoption is uneven, with the United States accounting for about 75 % of the world’s top AI supercomputer capacity and China about 15 %, while the global south lags behind.

Recommendations include establishing mechanisms to evaluate high‑risk models before deployment and creating a shared scientific foundation to guide policymakers worldwide.
