United Nations warns ISIS remains a significant global threat
United Nations Secretary-General Antonio Guterres has warned that ISIS and its affiliates continue to pose a significant global threat, despite recent progress in counter-terrorism efforts. In a report presented to the Security Council covering the first half of 2026, Guterres noted that while targeted operations have disrupted the group's leadership and operational capabilities, the overall threat level remains high.
The report highlights the “resilience and great capacity to adapt” shown by ISIS affiliates, which are tailoring activities to local dynamics. Specific areas of concern include growing operational capabilities in parts of Africa, the ongoing threat in Khorasan, and security instability in Syria.
Furthermore, the UN identified that the terrorist landscape is evolving through the increased use of artificial intelligence, drones, encrypted communications, digital platforms, and virtual assets. While these technologies present new challenges, the report suggests they also offer opportunities for enhanced prevention and counter-terrorism if used responsibly. Guterres called for increased international cooperation, information sharing, border monitoring, and intensified financial investigations to combat new funding methods.
