United States considers new chip restrictions to block remote GPU access

The United States government is researching a new round of advanced semiconductor export restrictions aimed at preventing Chinese companies from accessing high-end GPUs through overseas data centers. Rather than focusing solely on direct chip shipments, the proposed rules would target the remote use of hardware, such as Nvidia chips, located in countries like Thailand and Singapore.

According to reports, the Department of Commerce is developing streamlined regulations as an alternative to previous AI diffusion rules. These new measures may include ‘Know Your Customer’ requirements, forcing data center operators to verify the identity and intended use of their clients. This strategy seeks to block Chinese firms, such as Moonshot AI or DeepSeek, from utilizing American technology via third-party cloud services.

If implemented, the regulations could significantly impact Nvidia and international data center providers. Operators may face increased scrutiny regarding client identities or risk losing Chinese customers if they comply with the new export licensing conditions.
