United States issues proclamation for space exploration and settlement
President Donald Trump has issued a formal White House proclamation declaring that outer space is open for human exploration, development, and permanent settlement. The proclamation describes the solar system and outer space beyond Earth as “the province of all humans.”
The administration aims to establish the United States as the leading spacefaring nation, with specific goals including returning astronauts to the Moon by 2028 and eventually sending the first American to Mars. The declaration frames this expansion around themes of individual liberty, national security, and commercial space development.
According to the proclamation, the U.S. will lead the settlement of these new frontiers while ensuring American citizens can establish a permanent presence in space in accordance with U.S. law and international obligations.
