He stressed that the United States must prioritize its own defense requirements and ensure its stockpiles remain sufficient before increasing external deliveries.

Ukrainian officials, including Kyrylo Budanov, have indicated that while deliveries continue, Ukraine is expected to receive fewer Patriot missiles in 2026 compared to 2025. The proposal for licensed production follows discussions between President Volodymyr Zelenskyy and Donald Trump in July, though Trump previously cautioned that the U.S. must be extremely careful before authorizing the production of such sensitive military technology.
