The United States is preparing to pressure dozens of countries to choose sides in the global artificial intelligence race, warning that participation in China’s competing AI frameworks could lead to exclusion from U.S.-led coalitions. According to an internal State Department draft reviewed by Reuters, Washington intends to urge partners to make a deliberate choice between the two competing technological ecosystems.

The strategy centers on the Pax Silica initiative, launched in 2025 to secure supply chains for AI models, semiconductors, and critical minerals. While approximately two dozen countries have joined Pax Silica—including Japan, Australia, and South Korea—concerns have risen regarding countries that attempt to maintain ties with both sides. Kazakhstan is currently the only nation known to have joined both the U.S. initiative and China’s rival framework.

In response to U.S. influence, Chinese President Xi Jinping recently launched the World Artificial Intelligence Cooperation Organization (WAICO). This organization promotes China’s open-weight technology as a multilateral alternative to the U.S.-led approach. The U.S. aims to use these pressures to limit China’s access to the essential resources required for advanced AI development, which carries significant military and economic implications.
