United States sanctions Rwanda’s Ministry of Defence and Zigama bank

The United States has imposed sanctions on Rwanda’s Ministry of Defence and the Zigama Credit and Savings Society, accusing them of providing military and financial support to the M23 rebel group in the eastern Democratic Republic of Congo (DRC).

According to the U.S. Department of the Treasury, the Rwandan Ministry of Defence directed the deployment of thousands of troops to the North and South Kivu provinces, where they allegedly operate alongside M23. The U.S. further claims Rwandan forces have introduced advanced weaponry, including surface-to-air missile systems and jamming equipment, which pose risks to civilian aviation.

Zigama, a financial institution serving Rwanda’s security services, is accused of facilitating tens of millions of dollars in transactions for M23 and the Congo River Alliance. The Treasury also alleges that Zigama facilitated payments to international suppliers for weapons and ammunition, and assisted in transporting gold from rebel-controlled areas in the DRC to Rwanda.

Treasury Secretary Scott Bessent stated that these measures aim to hold Kigali accountable for its commitments under the Washington Accords for Peace and Prosperity, signed in December 2025. The U.S. has called on Rwanda to halt its support for M23 and withdraw its troops from the DRC. Rwanda has denied the allegations, stating it is ready to implement the accords provided the DRC fulfills its own obligations, such as neutralizing the FDLR militia.
