United States seeks to stabilize Libya for energy investment

The United States is seeking to stabilize Libya through a power-sharing arrangement between the east and west. Guided by Massad Boulos, an advisor to Donald Trump on Arab and African affairs, Washington aims to unify institutions to create conditions conducive to investment in the country's energy sector, allowing American drilling companies to access Libya's rich resources.

However, the current situation remains chaotic and fragmented. The country is divided between two main camps and powerful militias that act as additional centers of power. In the west, centered in Tripoli under Prime Minister Abdul Hamid Dbeibah, violent protests have erupted due to deteriorating living conditions, while drone strikes have targeted energy and oil facilities in Zawiya.

In the east, near Benghazi, which is controlled by Khalifa Haftar, unknown assailants assassinated Lieutenant General Fawzi al-Mansouri, head of Haftar's military intelligence service. UN envoy Hanna Tetteh has warned that institutional fragmentation, resource mismanagement, and lack of coordinated decision-making have led to widespread power outages and public discontent.
