U.S. Senate unveils major energy permitting reform bill

Senate negotiators have unveiled a compromise energy bill aimed at reforming the American energy sector. The legislation seeks to address the soaring demand for electricity driven by the artificial intelligence boom and the transition toward electric vehicles and electrified home heating.

A central component of the package involves reforming the National Environmental Policy Act (NEPA) to reduce lengthy environmental reviews and litigation. The proposed changes would narrow the scope of NEPA, including exemptions for essential infrastructure repair projects. Additionally, the bill would impose a 150-day deadline for lawsuits filed against agency decisions, with similar restrictions applied to the National Historic Preservation Act to prevent routine nuisance suits from stalling construction.

The bill also aims to limit the ability of individual states to block multi-state projects. Currently, developers building interstate transmission lines must obtain approval from every jurisdiction involved, allowing a single state to effectively veto a project by withholding review. The reform intends to prevent such delays, which have contributed to grid congestion and increased electricity prices.
