United States suspends professional exchange programs in China and Hong Kong
The United States has suspended recruitment for several government-funded professional exchange programs in mainland China, Hong Kong, and Macau. The decision, which reportedly took effect in July, follows reports of interference by Chinese authorities.
According to internal U.S. government memoranda and reports, participants in these programs have faced harassment, threats, and arrests. The suspension affects key initiatives such as the International Visitor Leadership Program (IVLP), a long-standing program established in the 1940s, and the Professional Fellows Program (PFP).
These programs are designed to bring emerging leaders in government, business, academia, and other sectors to the United States for short-term professional exchanges. While the programs have historically included high-profile figures, the recent crackdown on participants due to concerns over ideological influence and national security has led to the current halt in recruitment.
