United States voter identification laws and California initiatives

Voter identification requirements vary significantly across the United States. Some states mandate that registered voters present identification at the polls on Election Day, while others provide exceptions or only require identification for first-time voters.

Under the federal Help America Vote Act, individuals in all 50 states who register to vote by mail and have not previously voted in a federal election must provide a driver’s license, paycheck, bank statement, utility bill, or other government document verifying their name and address. This requirement may be waived if the individual provided their driver’s license number or the last four digits of their Social Security number during registration.
