US threatens Ukraine with weapon and intelligence cuts over refinery strikes

The United States is reportedly threatening to suspend intelligence sharing and the Prioritised Ukraine Requirements List (PURL) mechanism—a system used by allies to procure American weapons—unless Ukraine ceases its long-range strikes on Russian energy infrastructure and oil refineries. This pressure, according to European officials cited by the Financial Times, comes as the Trump administration seeks to enforce an immediate energy ceasefire between Russia and Ukraine.

President Donald Trump announced the ceasefire via social media, claiming both parties had agreed to stop attacking energy facilities. However, Ukrainian President Volodymyr Zelenskiy stated he was awaiting specific details of the agreement and noted that Russia had continued strikes on Ukrainian energy sectors, including a power plant in Kharkiv. Zelenskiy indicated Kyiv would be prepared to halt its own attacks on Russian energy infrastructure if Russia reciprocated.

In discussions with Ukrainian representatives, US envoys Steve Witkoff and Jared Kushner reportedly warned that continued strikes on Russian refineries could harm both nations by impacting global fuel prices and US economic interests. While the White House has declined to comment on the specific threats, the move has caused significant tension within the Western alliance regarding the future of military and intelligence support for Kyiv.
