University funding faces pressure in Germany and Austria

Higher education institutions in Germany and Austria are facing significant budgetary challenges and potential staffing reductions. In Germany, while the federal government has proposed an increase in the research ministry budget to 21.97 billion euros for 2027, the proportion of research funding relative to the total budget continues to decline. Critics note that previous cuts heavily impacted education and junior researcher support. Despite a slight rise in student numbers to 2.88 million, states like North Rhine-Westphalia and Hesse are considering personnel cuts.

In Austria, Minister Holzleitner acknowledged that the allocated 16 billion euros may be insufficient, noting that inflation could lead to a real-term reduction of approximately ten percent. While the minister maintains that financial stability can be ensured through cooperation and bureaucracy reduction, she admitted that if current conditions persist, the funds will not suffice. Discussions are expected with individual universities regarding future financing and which services can be maintained.
