University of Graz study tracks Austrian coalition election promises

A study by the University of Graz's Politikmonitor reveals the implementation rates of election promises by Austria's three-party coalition government. As of mid-August 2026, approximately 38 percent of the projects anchored in the government program have been at least partially implemented, with 25 percent fully completed.

The analysis shows varying levels of success among the coalition partners. The ÖVP has implemented 25 percent of its promises, leading the group, followed by NEOS at 16 percent and the SPÖ at 12 percent. When excluding 'status quo' promises—those aimed at maintaining the current state rather than introducing reforms—the overall implementation rate drops to 31 percent.

Lead political scientist Katrin Praprotnik noted that while the current results are lower than the historical target of 55 percent, the first quarter of a legislative period often focuses on flagship projects anchored in the coalition agreement. The study emphasizes that these figures do not measure the qualitative success or difficulty of the measures, only their legislative status.
